Considered as Presidential Management Staff - Legal Service’s “inspirational worker.” Known to be the in-house “deputy prosecutor ,” who fairly prosecuted numerous administrative cases to promote professionalism and discipline among PMS ranks. On top of this, he drafted sound legal opinions and “completed staff work” assignments. Notably, LS made history by employing the first “differently-abled” (cerebral palsy-spastic diplegia) in PMS (thus befitting the title: “inspirational worker”).

Supervises and manages the office and its members. Reviews documents before it finally passes through the Head of the Legal Service and the Assistant Secretary for Legal Affairs. Drafts several presidential issuances, such as executive orders and presidential proclamations. Provides timely and accurate legal opinions to all PMS functional units, such as but not limited to issues regarding appointments, legality of presidential proclamations, and on other social policy concerns. Conducts majority of the preliminary investigations on the different administrative cases filed with the office and drafted the PI report thereto. Drafts majority of resolutions on administrative cases for the signature and approval of the PMS Secretary. Handles special assignments and “completed staff work” assignments.
