MC KILLEN MANAGING EDITOR The Germantown School District will use the Common Core State Standards as a guide — but not a mandatory base — for developing its curriculum. During the Dec. 9 School Board meeting, the board approved a motion stating the district will develop its own “Model of Standards and Academic Achievement” but did not reject Common Core out of hand. The motion followed an extensive presentation by district staff followed by pointed comments by several School Board members about Common Core. Common Core are the voluntary national standards developed by a national group of state school officials under direction from the National Governor's Association and the Council of Chief State School Officers. MC KILLEN MANAGING EDITOR Another step from one Washington County administration to another was completed Dec. 10. Current Washington County Administrative Coordinator Doug Johnson provided his final report to the County Board. Johnson will be stepping down from the post within the next few weeks. Joshua Schoemann, current village of Richfield administrator, will begin as Washington County Manager in January. “This has been a year where we’ve been very intent on still doing the work but preparing for some definite changes,” Johnson said. Johnson, who had nine days on the job at the time he gave the report, noted that “life keeps happening” and said he is working with the search team to fill the vacant medical examiner position, with more interviews to occur that week. “We really haven’t gone into any kind of long pause here, we’ll be working hard for the next couple of weeks, the holiday breaks will come and Josh will be stepping in the leadership team and the board and its committees to continue the work,” Johnson said. Johnson said the transition is “orderly” and described Schoemann as “an energetic and capable county manager” who wants the job and has the ability to do it. Johnson recalled that he has been involved with the transition of staff in the financial and legal departments, and added that Schoemann will be aided by current staff as part of the transition at the top. Using the previous weekend’s traffic accidents on snow-covered roads as a metaphor, Johnson said that as the board goes through the next year “you need to drive for the conditions. You need to be a little patient. You’re going to have a new person in that administration department.” He said the administration is “in good shape” overall but suggested the board take a pause on some issues as part of the transition. In the written report submitted to the board, Johnson noted that within the past year vacancies and subsequent changes have occurred in the Highway Department, County Treasurer, Human Resources, Samaritan Health Center and the Medical Examiner. The Human Resources director position will be posted in January, with the search to be led by Schoemann. Among the “additional efforts” within the past year cited in the written report are: •Completing an entire rewrite of the Washington County Comprehensive Emergency Management Plan; •Facilitating the organization, planning and delivery of a tabletop exercise and a full scale drill involving an active shooter situation. The activity involved 15 fire and emergency medical service agencies, three hospitals and other county and state personnel; •Purchasing a cargo trailer and filling it with equipment and supplies for those seeking emergency shelter; and purchasing surveillance equipment for law enforcement agencies. MC KILLEN MANAGING EDITOR The village of Germantown is officially annoyed with a recommendation from the Southeast Wisconsin Regional Plan Commission (SEWRPC) regarding proposed funding for improvements to Donges Bay Road. The Village Board approved a resolution Nov. 18 objecting to a SEWRPC committee directing federal and state Surface Transportation Fund (STP) fund toward a city of Milwaukee project and a Milwaukee County project, ahead of the Donges Bay Road improvements. The resolution was signed by Village President Dean Wolter last week and emailed to SEWRPC along with the offices of state Sen. Alberta Darling (R-River Hills), Rep. Dan Knodl (R-Germantown), Rep. F. James Sensenbrenner (R-Wisconsin), the state Department of Transportation and the Federal Highway Administration. The resolution notes that SEWRPC staff recommended that the Donges Bay Road projectwhich was slated for funding within the 2015-18 funding cycle — be funded ahead of the two other projects. The resolution states "the Committee's decision to not fund the Project will result in a direct increase in costs of $1,965,010.39 based upon having to repay FHWA (Federal Highway Administration), converting the engineering from WisDOT standards to Village/MMSD standards and constructing the same to these changed standards ." According to the resolution, SEWRPC staff indicated that a project’s “Measure of Equity” would be used to allocate funds. Under that measure, Germantown stood to benefit as the Donges Bay Road project utilized 88 percent of the village’s STP fund balance. The resolution states that the approved projects in Milwaukee “significantly” exceed the STP fund balances for the city and county respectively. The resolution also states the committee action “is a significant injustice to the Village of Germantown ." It requests the SEWRPC committee, full board, state Department of Transportation or Federal Highway Commission review the committee action. When reached for comment, SEWRPC Executive Director Ken Yunker noted that the funding area is “highly competitive.” According to Yunker, there was $80 million of funding available while a total of $180 million in projects were submitted. Yunker said Federal Highway Administration officials indicated to the state that past formula for considering road projects had to change. Had SEWRPC used the old criteria, Yunker said the FHA “would have sat on all of the funding.” Yunker said the new criteria had to consider projects that were the most needed and would have the most impact. Considerations for projects had to include those with the most traffic. According to Yunker, the Donges Bay Road project did not measure as well as the city of Milwaukee and the Milwaukee County project. Yunker said the Donges Bay Road project is the first for consideration should any of the approved projects for STP funding be delayed or be approved with other sources of funding. Yunker said if there were delays or deferrals of the approved projects, “it would be the first time in 20 years.” Yunker added that the Donges Bay Road project was one of two to three projects that were affected by the change in judging road projects. Citations won’t be issued after multiple crashes on Hwy. 41/45 Dec. 8 Traffic citations won't be issued as a result of several vehicle crashes that occurred in the southbound lane of Hwy. 41/45 in Germantown and Menomonee Falls Dec. 8. Snow had begun falling a short time prior to the crashes. Menomonee Falls Police first received reports of multiple vehicle crashes at approximately 11:15 a.m. Capt. Mark Waters indicated that more than 100 vehicles were involved in the crashes, which occurred at portions of the road which are near the Arandell Schmidt and Harley-Davidson plants. The crashes occurred over a 3.5 mile portion of the road. A 63-year-old Franklin man died a result of injuries he sustained during a crash. Another person with serious injuries recovered later in the week. Waters said that due to the number of crashes it was hard to determine probable cause for any citations. Germantown Police investigated crashes on Hwy. 41/45 near County Line Road and near Lannon Road. According to information from police, the first report was received of a multi-vehicle crash near County Line Road at 12:07 a.m. Twenty vehicles were involved in that accident and there were two non-life threatening injuries. Approximately 15 minutes later, police responded to a 50-vehicle crash near Lannon Road. There were 12 non-life threatening injuries from that accident. Six additional crashes occurred north of Lannon Road. "This was a frustrating accident scene for investigators. Most drivers had no idea who hit them or who they hit. Normally accident scenes are fairly easy to reconstruct, analyze evidence, review and matchup statements and find blame in most cases," Germantown Police Chief Peter Hoell stated in a posting on the department Facebook page. He added that "we would rather error by not issuing citations to guilty people than to error and issue a citation to an innocent person." He added that two people were cited for violations not related to the accident. "We cannot with certainty, find those to blame and issue citations with these two major accidents," he said. —By Thomas J. During questioning, Supervisor Tim Michalak asked Johnson how he will be enjoying his retirement. “You will be pleased to know that one of the first things I’m going to do in January is come back over to the Hartford Chorus,” Johnson said. Johnson said he worked with the chorus for three semesters but had trouble keeping up with that and other commitments. He added that he would also travel. Several supervisors thanked Johnson for his work as coordinator. During later discussion, Johnson recalled attempting to transition a mental health unit that the county ran at the Samaritan Campus into the private medical community. However, several physicians and nurses resigned, and the county had to shut down the unit for two years. “It was my job to reopen the unit. At the start of board discussion, Superintendent Jeff Holmes said that since he began in the Germantown district in July, “Common Core has quickly come to the forefront as a pressing issue.” “The magnitude of Common Core and its implications for the district has forced action for me sooner than anticipated,” he said. In his presentation, Holmes stated that while Evers adopted Common Core for the state, his letter to districts did not mention the local control School Boards have over the implementation of Common Core. “Germantown’s School District’s administration believes Common Core State Standards are not mandated by law and the district is not required to adopt them,” Holmes said, reading from a Powerpoint presentation. However, the district will be required to use the testing system provided by the state, which will be aligned with the Common Core standards, starting in the 2014-15 school year. Information on the Powerpoint stated: “As a result, while Common Core State Standards may not be mandated by state law, they are encouraged by state law to the extent that there is an incentive to have standards that are aligned with the state’s testing system.” Holmes referenced documents from both supporters and opponents of Common Core. Supporters have included the state Department of Public Instruction, the National Governor’s Association and the Council of Chief Sate School Officers. Opponents have included education policy analyst Diane Ravitch, Tea Party activists and the Cato Institute. Implementing elements of Common Core in Germantown During the presentation, Holmes and Director of Teaching and Learning Brenda O’Brien summarized what aspects of Common Core have been researched or implemented in the Germantown district so far. “The bottom line for administrators here: We are not wedded to Common Core,” Holmes said. “Based upon the conversations I’ve held with various staff members, I don’t believe the majority of our staff are, either.” According to O’Brien, 30 staff members have been identified as curriculum coaches and are charged with leading curriculum writing across the district. Also, priority standards in reading have been developed at all grade levels. At the high school, all courses in reading and literature are aligned with Common Core and curriculum documents are aligned as well, O’Brien said. At the middle school, all grade levels are organizing the curriculum into units of study, and some grade levels have designed assessments for the units of study, O’Brien noted. A December inservice included presentations about three different sources that align to Common Core. “When asked where Germantown is with Common Core, perhaps a more appropriate question would be ‘How has Germantown used the Common Core State Standards as guides to support the curriculum writing process?’ The work of the curriculum has always and will continue to be an element of teaching and learning. The standards are just one of those components used in the curriculum writing process,” O’Brien said. “However, it is important for me to mention that the standards alone never work in isolation and the curriculum never works in isolation of the standards.” At the elementary school level, work has started aligning the curriculum with Common Core and some work has begun aligning the math curriculum with Common Core, according to information on the Powerpoint. Also, reading specialists have worked to align staff with Common Core, and report cards for reading and math have been aligned with Common Core. O’Brien said the direct cost for implementing Common Core has been $900 for conferences and travel expenses for training. Indirect costs for curriculum development come to $297,139. O’Brien argued that the indirect costs are for the material and support for curriculum rather than dealing with Common Core in isolation. O’Brien cited the Making Meaning and Being a Writer materials at the elementary school, which cost $178,363. O’Brien said the materials were chosen for the framework on which quality reading instruction is provided and not because they are directly aligned to Common Core. Choosing the option The administration presented the board with three options: Suspend all activities related to Common Core, develop the “Germantown Model of Standards for Academic Achievement” or maintain the present work on going ahead with the continued implementation of Common Core. Holmes recommended the second option be adopted by the board. Holmes warned that dropping Common Core completely “is too much of a shock to our system. A lot of work has been done over the past three years in regard to Common Core.” In recommending Germantown develop its own standards, Holmes described what he called “the Germantown Way.” Holmes explained that while staff has been given directives on implementing Common Core “I greatly appreciate the folks here who didn’t see that as the answer or end-all, be-all device for improving reading and mathematics in the district.” While there were people in the district who saw valid components within Common Core, it doesn’t drive what the district should do as a district, Holmes said. “I think and believe the Germantown School District can develop its own model of standards for academic achievement. I do believe that we would have to appropriately leverage Common Core state standards, but it certainly should not be our driver,” Holmes said. During board discussion, board member Bruce Warnimont quoted former Arkansas Gov. Michael Huckabee, who opposed the collection of personal data on students to track them and said that education “is a local or state function and not a federal one.” Warnimont later cited an English test given a Massachusetts school district dealing with possessive nouns. One answer option stated “The President makes sure the country’s laws are fair,” prompting Warnimont to respond to the factual accuracy of the statement. “Back when I was in school, I was taught that was the job of the Supreme Court, not the president of the United States. And the laws don’t have to be fair, they just have to be constitutional,” Warnimont said. Board member Brian Medved said Common Core “came on my radar over a year and a half ago before I even started thinking about running for the board.” Medved then presented a binder of his research on Common Core. “Common Core I don’t think belongs in Germantown. I don’t think it’s the best thing for our students,” Medved said. Medved said that Common Core was “designed and forced on us by the federal government. No matter how you describe it, that’s what happened.” He also called Common Core “unconstitutional” and said he supported Germantown creating its own standards. Medved urged the board to reject Common Core overall while incorporating the good elements into it curriculum. Board President Bob Soderberg noted that the federal government also mandates some things like specific parts of the school lunch program. “I don’t want the federal government involved in the education of our kids,” Soderberg said. Soderberg said if the board stopped Common Core work, that could impact student test scores, as the tests will be based on parts of Common Core. After further discussion about the language of the motion, the board agreed to have the district develop its own standards while using Common Core as a guide. The motion approved by the board also called for the district curriculum to be posted online. One of our wonderful patients was diagnosed with tonsillar cancer and is undergoing surgery, chemotherapy and radiation and we send our prayers for a speedy and full recovery! It is important to remind our readership about one of the many important reasons to see their dentist regularly. According to the Oral Cancer Foundation there will be 42,000 Americans that receive a diagnosis of oral or pharyngeal cancer this year and this will result in 8000 deaths. Oral cancer is a group of cancers that involve the head and neck and are found to be squamous cell carcinoma in 90% of cases. Squamous cell carcinomas have a much greater chance of spreading (or metastasizing) in comparison to basal cell carcinomas. The lesion is often asymptomatic which makes oral cancer screenings imperative. It most commonly appears as a reddish skin plaque or ulcer that grows slowly. A cancer cell is one that doesn't turn off and keeps multiplying as a result of a genetic mutation to genes. These cells cannot repair themselves. Where can oral cancer appear in my mouth? Oral or mouth cancer most commonly involves the tongue. It may also occur on the floor of the mouth, cheek lining, gums , the roof of one's mouth, or the lips. They may arise from many types of tissue in the mouth including salivary glands and lymph tissue. What should I look for? Keep your eye out for a skin lesion, lump, or ulcer that does not go away for around 2 weeks. This may be a small lesion on the tongue, lip, or other mouth areas. It is usually pale colored, but potentially could be dark or discolored. An early warning sign may be a white patch called a "leukoplakia" or a red patch known as an "erythroplakia" on the soft tissues of the mouth. These lesions are usually painless initially, however, it may develop a burning sensation or pain when the tumor is advanced. Other symptoms to look for are tongue problems, hard time swallowing, and mouth sores. Pain may be a late symptom but most often oral cancers are painless. How can a dentist tell if a lesion is cancerous or not? A dentist can identify a potentially cancerous lesion. However, a biopsy is the only way to know for sure. Benign and malignant lesions can look identical to the eye. A noninvasive brush biopsy can be performed to rule out the presence of cancerous cells. The only definitive method for determining if cancerous or precancerous cells are present is through biopsy. The cells will then undergo microscopic evaluation to determine if they are indeed cancerous. What will happen if a lesion in my mouth is determined to be cancerous? Often times, all that is necessary is for a small sugical Drs. Richard and Bruce Winter incision to be made to remove the lesion from the area in question. Radiation with or without chemotherapy can also be used in conjunction depending on the severity, stage, and size of the lesion. What puts you at a higher risk for developing cancer? People that are over 50 that drink heavily and smoke are at higher risk for oral cancer. Other risk factors are people that have been diagnosed with HPV or Human Papilloma Virus; which is a sexually transmitted disease which Michael Douglas recently associated with his throat cancer. The Warhawks faced its first close contest of the season Dec. 7, as they defeated host Bay 80-72. Lamonte Bearden led Germantown with 29 points while Brian Bearden added 22 points and Jake Showalter added 15 points. "Bay's good and we know they play us tough," Germantown Coach Steve Showalter said the next evening. Germantown then got off to a fast start against Menomonee Falls the next evening on the way to an 83-47 win. A basket by Menomonee Falls' josh Karls made the score 26-12 in favor of Germantown at the 7:31 mark of the second quarter. But a layup by Evan Wesenberg on the other end started a 20-point run for the Warhawks, as Germantown held a 48-13 lead by halftime. "I thought we had a good plan, we just didn't implement any of it," Menomonee Falls Coach Ben Farley said afterward. Farley added that Germantown "completely rattled us." Farley added that his team played better in the third quarter and that they continued to play hard. He added that then players were asking themselves why they didn't execute the plan against Germantown. Farley, in his first season as Menomonee Falls coach, added that "we're going to find out what we're made of at Monday’s practice." Germantown Coach Steve Showalter added that Menomonee Falls played well in the second half. Showalter said he remained focused on having his team play "the right way" throughout the game. "There's a lot of things we need to improve at, there's a lot of things we need to do better," Showalter said. "You have to keep working at it." The Warhawks opened the season Dec. 6 with a 82-77 win over Whitefish Bay. After the Blue Dukes took a 18-17 lead with 2:26 in the first quarter on a layup by Emma Jankowski, Germantown responded by scoring the next seven points to take a 26-18 lead by the end of the quarter. Whitefish Bay stayed close in the second quarter and took the lead in the third quarter, as a layup by Jankowski gave the Blue Dukes a 50-46 lead at the 3:59 mark of the third quarter. But Erika Berry answered with a three-point basket for Germantown and Val Meissner converted a free throw to tie the score at the 3:03 mark, as Germantown scored the next eight points.
