Sidewalks were required to be installed as part of the development of the Lannon Road Business Park. However, the Carlson Investment Group, the developer for the business park, became the subject of a foreclosure proceeding and the sidewalks were never installed. The request to remove the sidewalk requirement was made by Paul Stangl, an agent for SCS LLT, which is developing a property at W189 N11100 Kleinmann Drive. At the start of discussion, Trustee Art Zabel said the matter "has been going on for a long time" as the Public Works Committee recommended three years ago that sidewalks be installed. Trustee Al Vanderheiden added that no sidewalks have been installed by existing business and said the village could end up with "a lot of maintenance in the project and not much use to it." MC KILLEN MANAGING EDITOR As with almost every other part of public education in Wisconsin, the role of professional development is changing. The Germantown School District had a professional development day Feb. 19. While that means a day off for students, such days serve as an opportunity for teaching staff to be updated on various initiatives that affect classroom instruction. During the latest professional development day, teaching staff from kindergarten to fifth grade went to County Line Elementary while teachers in grades 6-12 went to Kennedy Middle School. The "learning events" for the day included a presentation on the Writer's Workshop and separate sessions on the "flipped classroom" approach (for which the instruction occurs outside the classroom via a video available on a website), engaging in instructional planning, and an update regarding the "district vision” for mathematics for the next year. That is just a sampling of some of the changes that are occurring in public education. "Teachers and the schools in which they work must navigate an unprecedented deluge of new initiatives," said Barbara Bales, an associate professor of teacher education and instruction at UW-Milwaukee. Among the changes that are or will be coming are Positive Behavior Intervention and Support (an approach to schoolwide behavior), Common Core State Standards (which provide an understanding of what students are expected to learn), the Social Studies Assessment, Curriculum and Instruction (SSACI) guidelines, the upcoming Next Generation Science Standards and the new College Readiness for College and Career, which will provide data regarding students’ readiness for college and careers. Bales noted this is in addition to 2011 revised Teacher Standards which will change how teachers are licensed and relicensed. "All of the above-mentioned events are taking place while teachers, schools, and districts are required to use the student learning data they generate, as unstable as it is, to evaluate, score, and publicly post their individual and collective ‘effectiveness,’" Bales said. Locally, Germantown Superintendent Susan Borden explained that the frequency of professional development days has increased "as there is more direction from the state (DPI and legislatively)." "The days are now much more connected with what teachers do in the classroom. We typically learn about something, apply it and check back to ensure what we are doing is working. Further, data has taken on a much larger role, so we utilize the days to examine data and determine the best teaching methods for specific students," Borden said. Borden explained the days can vary greatly. One day departments in grades 612 may come together to talk about vertical alignment while another day high school and middle school staff may be separated to work on specific training while elementary school teachers may work by building rather than grade level. "It varies depending on the need," Borden explained. Borden said the district uses a “trainer of trainers” model to create internal experts who then train other district staff. Two examples cited by Borden are teachers who have taken additional training through CPI (Crisis Prevention Institute), for SmartBoards or assessment literacy. Each of these experts trains their colleagues. Bales also noted how professional development has changed. Prior to Act 10 being approved, professional development days were negotiated between individual school districts and their teacher unions, with the content of the days determined by the district. "The advent of (Wisconsin) Act 10, which removed most collective bargaining rights from public employees, has undoubtedly changed how the numbers of days and hours teachers devote to district-determined professional development," Bales stated. "(Wisconsin) Act 166, which requires evaluations based on teacher ‘effectiveness’, has the potential to complicate relationships between and among what types of professional development a district offers, what teachers learn, how it changes their professional practice, and any measured changes in student learning." One of the biggest challenges for districts is determining when to schedule professional development time into the school calendar. Borden noted that through district surveys the district has learned that many people want the school year compacted between Sept. 1 (the required starting date for schools) and June yet also want traditional time for the winter and spring breaks and at the end of October. "These two ideas just don't work together. Additionally, there is some thinking that the training can happen only before school starts (August) and after it ends (mid-June and into July). However, when it comes to ensuring that we are using data and being agile in our work with students, these two ideas also don't work together — we need to adjust as we work with students, not just evaluate the results at the end," Borden said. "What if what we did isn't working — when is the appropriate time to adjust? Certainly, not once the year is done. And data is just one example." Bales indicated that "the most effective professional development occurs when district stakeholders establish a common vision and long-range goals for teacher and student learning." Bales said that planning "is time consuming under the best conditions" and "virtually impossible" while policy mandates are unfolding. Bales also asked if "policy-makers and taxpayers are willing to convene a group of stakeholders to design a statewide plan and timeline that supports the implementation of these important initiatives so every student reaps the benefits?" While wary of the policy initiatives and changes going on, Bales is more hopeful of the work being done by teachers in the classroom. "There are many excellent teachers committed to developing classroom practices that embody a vision of teaching and learning that addresses the persistent achievement gap between majority and sub-group populations so each student moves successfully through our PK-20 educational system," Bales said. Rivera reproductions on display during art instruction at Amy Belle Elementary Students at Amy Belle Elementary didn't need to travel to an art museum a few weeks ago, as they had the work of Diego Rivera brought to them. Rivera (1886-1957) was a prominent Mexican painter who played a role in establishing the mural movement in Mexican art. Reproduction of a few of Rivera's works were on display at Amy Belle from Feb. 25-March 1. The reproductions were from the Teacher's Discovery company and art teacher Lisa Cheung arranged to have the murals at the school for the week. "I chose Diego Rivera because I wanted to bring an artist from another culture to share with my students. Many of the famous, most studied artists in history are from the United States or Europe," Cheung explained in an email. "I enjoy sharing those artists with my students but I also like to teach my students about the art made around the world in Asia, Africa and so on." A year earlier, Cheung had murals by Pablo Picasso on display as part of her lessons to students. She explained that the reproductions serve as a starting point to discuss the upbringing of the artist and how the artist's style was created. "We talk about the artist which includes talking about his upbringing/education, characteristics of his style; also the country he's from and the things students might already know about the country," she said. "We take time to talk about museums and how this exhibit is like a traveling museum and what unique opportunities and experiences students have had themselves exploring museums. The atmosphere in a museum allows students to explore and interact with various exhibits in ways that require active participation." —By Thomas J. A minimum of 25 chaperones are needed for both shifts–5:30 to 8:30 p.m. and 8 to 11 p.m. Those who are interested can choose one or both shifts. Seniors to see ‘Annie Get Your Germantown selects new recreation director The Germantown Village Board approved the selection of a new parks and recreation director March 18. Justin Casperson will fill the vacancy created when Brett Altergott left for a position in Minnesota earlier this year. Casperson comes to Germantown from a position with the Parks and Recreation Department in the city of West Bend. The board also approved two other park and recreation items. The board approved a request for program agreements with Camp Invention and the British Multi-Sports. Interim Parks and Recreation Director Joe Masiarchin explained that Camp Invention is a technology, science and engineering program that will be held at Kennedy Middle School while British Multi-Sports will cover British sports such as rugby, cricket, rounders and netball. In a memo to the board, Masiarchin said that while such agreements were approved by the parks and recreation director with fees being approved by the Park and Recreation Commission, communication with the village attorney led to the conclusion that such agreements should be reviewed and approved by the Village Board. Masiarchin said that both programs are new for village parks and recreation. He said that while Camp Invention had been done through the Germantown School District in the past, it wasn't done last year. The British Multi-Sports program offers sports not offered in the community. The Park and Recreation Commission was scheduled to consider fees at its March 20 meeting. The board also approved affiliate agreements with Germantown Hawks Football and the Germantown Soccer Club for the use of space at Friedenfeld Park. Masiarchin said the original agreements were for 10 years while the new agreements are for three years. In a memo to the board, Masiarchin added a per participant fee was added to address deficiencies in field maintenance. The fees will be added to the village non-reverting, non-lapsing facility fund to help maintain spaces used by the organizations. —By Thomas J. Wolter said that a hotel and preliminary plans for fast food restaurants were envisioned for the area, both of which would have made sidewalks as an item that could help those customers access other areas. In other matters, the board approved amendments regarding the issuance and sale of Industrial Development Revenue bonds valued at $5.5 million that were issued by the village in October 2010. Village Attorney Brian Sajdak said the amendments lower the interest rate and changes the timeline for the buyback period. The industrial revenue bond is a federal program in which the village is a conduit for federal bonds for industrial development or redevelopment. Any liability is covered through insurance and guarantees from the federal government. The board tabled action on a recommendation of a consultant for options for a shallow well in the village. Sajdak said he and another individual questioned the phrasing of the agenda item, which was intended to indicate the board would take action on a recommended consultant. According to a memo to the board from village Public Works Director Dan Ludwig, the Public Works Committee recommended the Foth engineering firm to conduct a twophase study at a cost of $40,400. Falls boys basketball coach Leffel resigns from post Dan Leffel resigned as the varsity boys basketball coach at Menomonee Falls, the school announced in a statement issued March 21. “I’ve coached for many years and have decided that now is the right time to walk away from coaching to spend quality time with my active family," Leffel said in a statement issued by the district. "I’m also looking forward to having more time to dedicate to teaching third grade at Riverside Elementary School." Leffel then added: "I am very proud of the players I’ve coached over the years and look back fondly on the time spent teaching those young men the game of basketball, and a little about life outside of the game. I'm thankful for the support of parents, the district, and Indians' fans during my tenure. Falls grad Gabrielsen named Concordia volleyball coach Menomonee Falls High School and University of Wisconsin graduate Janelle Gabrielsen was recently named women’s volleyball coach at Concordia University Wisconsin (CUW). Gabrielsen served as the graduate assistant coach for the Falcons during the 2012 season. "I am really excited to become the next volleyball head coach at CUW," Gabrielsen said in a statement issued by the university March 12. "I have grown up at this university since I was little watching my dad be a successful football coach. This university is amazing and every player on the current roster and those joining our team in the future has an awesome opportunity to be a part of something special." Her father Jeff coached at Concordia for 18 seasons, winning 120 games. Her sister Jessica played volleyball at Concordia while another sister, Jamie, played at UWMilwaukee. Gabrielsen replaces Joe Cawley, who coached the Falcons for 13 years. "I am excited to promote Janelle to fulltime volleyball head coach," Concordia Athletic Director Rob Barnhill said in a statement. "This move to a full-time head coach is yet another example of the senior administrative team's support of intercollegiate athletics. Janelle is a household name in the Wisconsin volleyball world and we are looking forward to capitalizing on her knowledge, experience and network. She is the right fit at the right time and we have very high expectations for the program." Gabrielsen graduated from Menomonee Falls in 2008. She was the Gatorade Player of the Year in 2007 and a WIAA Scholar Athlete, was Greater Metro Conference Player of the Year twice.
