FACILITIES/OPERATIONS MANAGER Manage an annual budget of $4.5 million and a staff of 24 employees in facilities and operations management of harbor facilities; piers, moorings, beaches, RV Park, maintenance of buildings, landscape and grounds, fleet and vessel services, and utility services. Achievements: Demonstrated continuous effort to improve operations, decrease turnaround times, streamline work processes, and to provide quality seamless customer service. GENERAL MANAGER Operations management for a $2.4 million company. In charge of five departments including; Boating Operations; consisting of three passenger sailing catamarans, scuba diving vessel and a glass bottom boat, Recreation Services; encompassing pool services, beach services, sports recreation, tennis, lifeguards, food and beverage services with operations at three resort hotels, Transportation Services; with five passenger busses, drivers, and ground logistics personnel, Sales and Marketing; with sales desks and personnel, Sales Manager, Marketing Director, and two retail stores, and Maintenance Department; facilities, vehicles, vessels, and equipment. Achievements: Turned operation to a profitable business in less than two years. Improved profit margin from a 10-year history of negative returns to a 6% return on investment while paying down substantial debt service and capital improvement expenditures. This was accomplished by reorganizing operational processes, implementing time management tools, auditing costs and assessing core needs and services. As General Manager, the business grew from a modest operation to the largest on the island. JEFFREY BEARMAN Page 2 STATE OF HAWAII - DEPARTMENT OF LAND AND NATURAL RESOURCES, KAUAI AND HAWAII, HI ● 1996 – 2001 The Department of Land and Natural Resources manages and administers 21 boat harbors, 52 state parks encompassing 25,000 acres, marine and freshwater resources, state-owned forests, natural areas, wildlife sanctuaries, and cultural and historic resources on the 5 major Hawaiian Islands. ISLAND DISTRICT MANAGER (KAUAI AND HAWAII) Leadership and administration of harbors, parks, recreation areas, natural area reserves, and ancillary facilities on two islands simultaneously with a budget of $10.5 million. Areas were comprised of statewide ocean recreation and coastal area programs pertaining to the ocean waters, navigable rivers, near-shore parks and recreation areas of the state which include eight boat harbors, cruise ship terminals, offshore mooring areas, camping, recreation facilities, designated ocean recreation management areas, and beaches. Achievements: Improved operations, reduced costs and increased customer satisfaction by establishing forums and working groups to participate in the development, planning, funding, and use of state park and harbor resources. Implemented new revenue generating sources to improve bottom line P&L such as cruise ship revenues, television and film contracts, and community wide special events including the Iron man and Lava ManTriathlon and the International Billfish Tournament. Oversaw rebuilding of facilities from Hurricane Iniki including piers, wharfs, buildings, and infrastructure (a 4-year $24 million project). Recognized by Hawaii „s Governor as “Outstanding Manager” in 1998. Member of governor‟s council for privatization of state contracts and the Hawaii super-ferry system. Emergency Disaster Coordinator; directed unit emergency response procedures and responded to emergencies related to natural disasters, accidents, injuries, or threats to control of the facility. STATE OF HAWAII - HARBORS DIVISION, HONOLULU, HI ● 1994 – 1996 The Department of Transportation is responsible to plan, design, construct, operate, and maintain state facilities in all modes of transportation, including air, water, and land. PROPERTY MANAGER Managed commercial, industrial, office and warehouse facilities for the State of Hawaii. Administered leases, wrote contracts, performed inspections, recommended improvements, rent and fee collection, and insurance for properties utilized by industry and businesses operating on the Honolulu waterfront. Achievements: Implemented a computerized insurance cross-reference system, which was utilized by all divisions. This system significantly decreased insurance claims exposure and resulted in improved record keeping and management. Found and collected a considerable amount of unpaid rents through an extensive audit. Member of numerous committees. Testified before the State House to advise on best use practices for state-owned properties and policies. KANEOHE YACHT CLUB, KANEOHE, HI ● 1988 – 1994 A full-service private yacht club with recreation and food and beverage services; dock and boat storage, pool and tennis, and ancillary facilities. ASSISTANT MANAGER Oversight of all facilities management including piers, pools, tennis courts, and landscaping maintenance. Ensured superior customer service through employee proficiency and training. Managed food and beverage services, which included restaurant, banquet rooms, lounges, kitchen and special events. Achievements: Implemented and directed summer programs for kids, which incorporated sailing and other interactive activities.
